The breakthrough came after Russian oil resumed flowing through the Druzhba pipeline to Slovakia and Hungary — both countries had blocked the aid citing halted oil supplies that Ukraine blamed on Russian drone attacks. Ukraine desperately needs the funds to support its economy and military operations as the war continues; the loan was originally agreed in December but repeatedly blocked by Hungary's Orbán, who lost his reelection bid on April 12. The EU also approved a 20th sanctions package against Russia that had been held up by the same countries over the oil dispute.
