The warehouse lacked proper permits and heating infrastructure; a co-owner told FWC there was no running water or electricity initially, though Sloth World disputes this and claims a virus killed the animals. FWC conducted an inspection and found no violations or intentional misconduct, issuing only a verbal warning for improper cage sizing, but a separate county stop-work order was subsequently issued for the unpermitted facility.
