Cheryl Minter, mother of Stephanie Minter who was stabbed and killed at a Fairfax bus stop in February by Abdul Jalloh, will testify before Congress on May 14 about Fairfax County's immigration policies. Jalloh has more than 30 arrests and Fairfax police warned prosecutors three times in writing before the killing that he could harm someone, but Descano's office dropped most charges. The DOJ Civil Rights Division has launched an investigation into Fairfax County prosecutor Steve Descano over plea deals with illegal immigrants.
